What is an enrolled agent? An enrolled (EA) is a federally licensed tax practitioner who has technical expertise in the field of taxation and is empowered by the the United States Department of the Treasury to represent taxpayers for audits, collection and appeals before all administrative levels of the Internal Revenue Service. "Enrolled" means to be licensed to practice by the federal government and "agent" means authorized to appear in the place of the taxpayer before the IRS. Only enrolled agents, attorneys and certified public accountants may represent taxpayers before the IRS. Enrolled agents are required to take continuing professional education classes to maintain their licenses, and they are bound by the Treasury Department's Circular 230 regulations. There are about 40,000 practicing enrolled agents throughout the country.
Experience: For over 24 years I held the position of a Supervisory Revenue Officer Group Manager and I have an extensive and expert working knowledge of all facets of the IRS collection process. In addition to being a general collection subject matter expert, I have over 28 years of hands on experience with my specialty - Offer in Compromises. While working as a Special Procedures Group Manager I pushed for more offer in compromise acceptances to the IRS executives and prior to that I worked offers in compromise as a Revenue Officer. I also participated as a committee member on the IRS National Office Offer in Compromise Continuing Professional Education team in 2007. I helped plan the week long training session, guided the development of the course materials, and coordinated the centralized classroom training in Dallas Texas. This training effort for nearly 200 employees included of all of the Offer in Compromise Specialists and their managers throughout the nation. As a former IRS Collection Group Manager I reviewed and approved thousands of offer in compromises over the years for rejection, return, withdrawal, and acceptance. Personal: I was born and raised on the east coast in Pennsylvania. About a year after I graduated from high school I joined the United States Army and served for three and one half years. I was stationed at the Aberdeen Proving Grounds in Maryland for one year and spent the next two and one half years in the Republic of South Korea assigned to the 502 Military Intelligence Battalion. Upon my honorable discharge from the Army in 1977 I moved to California, got married, started a family, began attending college at night and started working for the Internal Revenue Service. For the next 32 years I lived and worked in the Sacramento/Roseville California areas. I was employed as a Collection Employee/Manager within the Department of the Treasury - Internal Revenue Service and did volunteer work as a Scout Master for the Boy Scouts of America. On February 03, 2010 I retired from the Internal Revenue Service to start my tax representation and consultation business - Fair Share Tax Negotiations.
